A 0.5% levy on Luxembourg’s total wage bill could unlock up to €400 million a year for affordable housing investment, economist Michel-Édouard Ruben has proposed, arguing it could help stabilise demand in the struggling property market, citing data showing that buyers looking to buy a 60-square-metre flat today would require a net monthly salary of €6,000.
