Bill 8475 reforms the 2018 framework law on aid to SMEs: integration of old rules into the law, targeted enlargement of beneficiaries, digitalisation of procedures and deadlines with "silence is equivalent to agreement". It introduces the possibility of granting certain aid in the form of loans, specifies aid intensities and provides a framework for SME Packages. The Council of State has expressed formal objections that need to be corrected quickly.
