Ukraine’s economy is heavily affected by the ongoing war with Russia, which has disrupted production, trade, and infrastructure. Agriculture and industry remain important sectors, but output has fallen sharply, and many businesses struggle to operate. The country relies heavily on external financial support, while budget deficits and a constrained domestic revenue base continue to challenge public finances. Population displacement and emigration have reduced the labour force, and economic diversification is limited. Despite these difficulties, Ukraine has managed to maintain some export activity, particularly in agriculture and metallurgy, and continues efforts to adapt its economy under extremely challenging conditions.

Makroökonomische Indikatoren
Growth in Ukraine is projected to weaken. The country’s economic expansion is likely to slow to 2% in 2025 from 2.9% in 2024 as Russia’s prolonged invasion affects investment and business activity. Gas imports reached their highest level in nearly two years as infrastructure damage constrained domestic production.
Weaker agricultural exports also slowed growth, reflecting unfavorable weather and the European Union’s reintroduction of the pre-invasion trade regime, which tightened restrictions on key Ukrainian agri-food exports.
During the first half of 2025, the value of exports dropped by almost 5% amid a contraction of exports to the European Union, the destination of almost 60% of Ukraine’s shipments abroad.
According to the fourth Rapid Damage Needs Assessment published in February 2025, Ukraine’s reconstruction and recovery costs are estimated at $524 billion—almost three times the country’s GDP in 2024.

Country risk as defined by Office du Ducroire for Ukraine
Ducroire is the only credit insurer covering open account deals in over 200 countries. A rating on a scale from 1 to 7 shows the intensity of the political risk.
